now is the time to finish the job. the bill that the house has produced will provide stability and security for americans who have insurance; quality, affordable options for those who dont; and lower costs for american families and american businesses. and as ive insisted from the beginning, it is a bill that is fully paid for and will actually reduce our long-term federal deficit(赤字,不足).
this bill is change that the american people urgently need. dont just take my word for it. consider the national groups whove come out in support of this bill on behalf of their members: the consumers union supports it because it will create -- and i quote -- ^v^a more secure, affordable health care system for the american people.^v^
the american medical association and the american nurses association support it on behalf of doctors and nurses and medical professionals who know firsthand whats broken in our current system, and who see what happens when their patients cant get the care they need because of insurance industry bureaucracies(官僚政治).
the national farmers union supports this bill because it will control costs for farmers and ranchers(牧場主), and address the unique challenges rural americans face when it comes to receiving quality care.
and the aarp supports it because it will achieve the goal for which the aarp has been fighting for decades -- reducing the cost of health care, expanding coverage for americas seniors, and strengthening medicare for the long haul.
now, no bill can ever contain everything that everybody wants, or please every constituency(選區) and every district. thats an impossible task. but what is possible, whats in our grasp right now is the chance to prevent a future where every day 14,000 americans continue to lose their health insurance, and every year 18,000 americans die because they dont have it; a future where crushing costs keep small businesses from succeeding and big businesses from competing in the global economy; a future where countless dreams are deferred or scaled back because of a broken system we could have fixed when we had the chance.
what we can do right now is choose a better future and pass a bill that brings us to the very cusp(尖頭,尖端) of building what so many generations of americans have sought to build -- a better health care system for this country.
millions of americans are watching right now. their families and their businesses are counting on us. after all, this is why they sent us here, to finally confront the challenges that washington had been putting off for decades -- to make their lives better, to leave this country stronger than we found it.
i just came from the hill where i talked to the members of congress there, and i reminded them that opportunities like this come around maybe once in a generation. most public servants pass through their entire careers without a chance to make as important a difference in the lives of their constituents and the life of this country. this is their moment, this is our moment, to live up to the trust that the american people have placed in us -- even when its hard; especially when its hard. this is our moment to deliver.

ladies and gentlemen, my very initial contact with nuclear power was from a tv programme called green space where i saw for the first time how nuclear power had changed people’s lives and what it had left for the residents’ living around chyrnobil nuclear power plant. unfortunately, it was a sad story.
my heart sank when i saw a boy infant appear on the screen smiling with big blue sparkling eyes. he was so cute and adorable just like all the other kids but he was blinded. what’s more, he had to receive medical treatment everyday to alleviate radiation damage, but still stood little chance of growing up. later i learned that inappropriate operation and equipment design defect was responsible for the tradegy .eight years has past, but the picture of that boy’s smile still appears infront of me and reminds me that nuclear power can be a living devil.
however, with the increasing depletion of resources and the instant demand for energy, clean and efficient nuclear power may seem the best choice.
as an old saying goes ’every sword has two blades.’ nuclear power is dangerous, yet efficient; environmental devastated yet clean; expensive yet sustainable. it is a matter of how we use and how we treat it. while let’s beyond all this ,whether nuclear power a blessing or a disaster, it’s ours’ choice.

the benefit to china in introducing these initiatives will be significant and far-reaching. it is important to realize that these initiatives need to filter down through all elements of the society in china. for instance, cutting edge technologies and intellectual properties; the development of e-commerce based economy; an education system that encourages innovation and creativity; increased foreign investment; higher living standards; more efficient use of natural resources.
it is important for us to realize these reforms are both essential and necessary. these will help china to fulfill its vast and unrealized potential on the world stage. it will also contribute more to a globalized world of the new century.
as for the future our task is not to foresee but to enable.

i can never forget the summer in 1996. i went through an extremity of despair due to my failure in the national college entrance examination. it seemed that my dream of being a university student would never come true. one evening my father came and told me the story of steven callahan, who was crossing the atlantic alone in his sailboat when it struck something and sank. it was a miracle that he survived and was found 76 days later(the longest anyone has survived a shipwreck on a life raft alone). later in his narrative he wrote these sentences “i tell myself i can handle it .compared to what others have been through i’m fortunate”.
hearing these sentences i felt something important struck me. i belived my life would mot be that bad and it was proved to be true. later during my study in the university i always told myself “i can handle it” when my own goals seemed far off or when my problems seemed too overwhelming and every time i said it ,i always came back to my senses.
now i work as an english teacher in a middle school. whenever my students complain about their difficulties in study or want to give up, i will tell the same story of callahan to them. i just want to make them believe they can handle their difficulties because their circumstances are only bad compared to something better. but others have been through much worse. then they will build up fortitude.
so here, coming to us from the extreme edge of survival, are words that can give us strength. whatever you’re going through, tell yourself you can handle it. compared to what others have been through, you’re fortunate. tell this to yourself over and over, and it will help you get through the rough spots with little more fortitude.
