鄉黨委下轄有21個黨支部，共有黨員477人。21個黨支部中，有機關黨支部1個、學校黨支部2個，衛生院黨支部1個，社區黨支部1個，農村黨支部15個。、鄉村、位于鄉東南部，距鄉人民政府7公里，共233戶，1063人，耕地面積1600畝，幅員面積13.2平方公里，全村共有黨員29名。村是鄉也是全縣后進村之一，其黨支部長期存在黨員管理混亂、工作機制不健全、黨建工作無保障等問題，需要大力整頓。

二、主要做法

今年以來，鄉黨委結合我鄉基層黨組織的實際情況，緊緊圍繞抓黨建促發展這個中心，大力推進黨的基層組織建設，基層黨組織的創造力、凝聚力和戰斗力不斷提高，取得了一定成效。特別是在整頓后進黨組織村黨支部方面，采取了多項舉措，在一定程度上實現了后進村的提檔升位。

1、加強組織領導，制定整改方案。為加強對后進村整頓工作的組織領導，鄉黨委成立了由黨委書記任組長，黨委副書記、人大副主席、副鄉長為成員的工作領導小組，并召開了黨委會專題研究，制定了《關于整頓后進黨組織村黨支部的工作方案》，明確了總體思路、整頓內容、目標任務、完成時間等，為后續工作奠定了基礎。

2、加強摸底調查，掌握實際情況。為全面掌握該村實際情況，后進村整頓領導小組多次深入村，重點圍繞經濟發展、黨員管理、群眾訴求等內容，進行了實地走訪調查，通過調查我們發現，村主要存在以下問題：一是村黨組織長期缺乏凝聚力和戰斗力，二是黨員隊伍管理混亂，三是黨建工作保障不力，四是工作思路不清晰，五是工作機制不健全，六是群眾合理訴求長期得不到解決，影響村情穩定。這些都為以后的整頓工作提供了 3、加強教育培訓，提高隊伍素質。把提高基層黨員素質作為一項硬性任務，從教育培訓入手，全面提高農村基層黨員的思想政治素質和科技文化素質。6月份，鄉上聘請了全鄉青年黨員和群眾進行了為期兩周的創業培訓。同時圍繞黨的群眾路線教育實踐活動，舉辦了法治宣講、當前形勢專題報告會，為全鄉黨員干部解析了當前發展形勢和惠民政策。這些活動都加強農村黨員的科學技術知識和法律知識等理論知識的教育，提高了廣大基層黨員的素質，不斷增強他們“帶頭富、帶領富”的本領。

4、加強工作保障，合理資源配置。一是健全村黨組織領導班子。為更好的開展各方面工作，鄉黨委從政府機關下派了一名農村工作豐富的同志，擔任村的支部書記，同時，配齊村主任、文書、專干等，領導班子得到了健全。二是建好活動陣地，合理安排一部份財政資金用于維修村“兩室”，徹底解決兩室破爛不堪的問題，使其能夠滿足黨組織辦公和黨員開展活動的需要，同時要加強管理，配全制度和辦公用具。

5、加強制度建設，確保運行規范。鄉黨委堅持以健全和完善基層黨組織制度為根本，注重加強制度建設，在農村基層黨組織中建立健全了黨建工作目標管理制度、黨員教育管理制度、黨組織生活制度、村務和政務公開、民主管理制度等一系列基層黨建工作制度，進一步完善了黨的民主集中制，規范化了基層黨組織和黨員的行為，使農村基層黨組織建設整體水平有較大提高。

6、加強工作指導，提高工作實效。根據我鄉實際，我們要求各黨支部在發展新黨員時，必須保證年齡在35歲以下，大專以上文化程度的人數，從而改變我鄉黨員年齡結構和文化結構。同時，我們專題學習了新黨員發展細則，為各村支部書記講解了新的要求和規定，對黨員發展材料的辦理進行了指導，確保了少出錯、不出錯。

7、加強監督檢查，建立長效機制。鄉黨委定期對村支部的黨建工作開展情況進行檢查，對工作不到位的地方及時提出批評和指導意見，對工作不力導致出現問題的，追究領導責任，并及時總結不足，研究下步改進 措施，真正把黨建工作落到實處，有效的促進了黨建工作的開展。

三、存在問題

1、黨員年齡結構普遍偏大，導致黨員隊伍缺乏活動。有些年齡大的黨員由于年邁體衰，喪失勞動和工作能力，無力在經濟建設和社會事業中發揮重要作用。

2、黨員文化程度普遍偏低，在社會主義建設中很難起到帶頭作用。有些年輕黨員雖然在理論水平、文化素質、技術能力和生機活力等方面占有優勢，但這部分黨員流動性強，也難以有效發揮作用。

3、缺乏凝聚力、號召力和戰斗力，缺乏干事創業的信心和勇氣，缺乏帶領群眾共同致富的精神和能力，不能充分發揮應有的作用。少數黨員受拜金主義和享樂主義的影響，宗旨意識和理想信念弱化，黨員意識有所退化，只顧個人小家庭，對國家和集體的事不管不問。

4、工作方法簡單，缺乏實效性。不能把上級布置的黨建工作任務作為推動工作的動力及有利條件，反而當成工作負擔。把開展組織活動僅限于傳達上級文件和中央精神，讀書讀報，不能把開展活動與本村、本單位的改革與發展有機結合起來深入討論，解決實際問題，學習缺乏針對性、目的性，學習深度不夠；組織活動變成了業務工作會，失去了應有的政治性、思想性和嚴肅性，對黨員的思想動態過問較少，思想教育的方法很少采用。

四、幾點建議

（一）花大力氣抓好軟弱渙散基層黨組織的清理整頓工作，屬于支部班子或負責人缺乏戰斗力和組織領導能力的，要及時調整，上級黨組織要及時下派優秀干部任職。同時，抓好流動黨員的教育管理工作結合流動黨員的實際，采取有效措施，切實規范流動黨員教育管理工作使流動黨員的教育管理走上規范化的軌道。

（二）進一步加強黨員理想信念、宗旨意識、作風建設、學習能力等方面的素質，增強廣大黨員的發展和創新意識，提高他們“帶頭富、帶領 富”的本領，把黨組織的戰斗堡壘和黨員的先鋒模范作用展現在各行各業、各個崗位上，探索出一條開創農村基層黨建工作的新途徑。

（三）選派機關干部回村任職，配齊配強黨支部班子。對選人難的村黨支部，選派優秀的機關干部到村任職，充實村班子；同時，在選人上做到思想解放、視野開拓，大力從有文化的優秀青年中培養入黨積極分子和后備干部，促進黨員干部隊伍結構的優化，以有效解決黨員、干部后備力量不足的問題。同時明確任期目標，以一手抓黨建、一手抓經濟來強班子，帶隊伍。

后進支部整頓自查報告

根據市委關于進一步加強后進村黨組織整頓建設工作的要求，切實解決后進黨支部不符合新形勢發展的要求的問題，我鎮認真落實后進村支部轉化工作精神，狠抓落實，以黨的群眾路線教育實踐活動為契機，現已對我鎮村進行了工作整頓，現將整頓情況自查如下：

一、成立組織，加強領導，深入基層，制定方案。

首先，鎮黨委高度重視，把這項工作作為開展黨的群眾路線教育實踐活動的一項基層性工作來抓，在整頓工作開始之初，就成了由鎮黨委副書記同志為組長，鎮紀委副書記、監察室主任、組織員為副組長，駐村干部為成員的后進支部整頓工作領導小組，對村實際情況進行摸底排查，掌握 眾意見，及時開展批評和自我批評活動。其次，認真落實各項工作制度，增加工作透明度。為此，鎮領導小組要求各村特別是后進整頓村對重大事項必須嚴格按照工作程序召開支部、兩委、黨員及村民代表會議討論決定。每季度對村務及時公開，有領導小組進行專項檢查，對不符合要求的進行通報批評。通過制度的落實，村的黨務工作及民主管理工作取得了明顯改觀。

四、民生、工程經濟發展取得實效。

通過后進支部整頓工作，村確立了經濟發展目標及為民辦理的實事好事項目。通過不斷的努力，已取得良好效果。

五、積極開展幫扶工作，發揮黨員先進模范作用。

鎮黨委要求全體機關黨員，建立黨員幫扶計劃，實行一對一的項目幫扶，幫扶對象和幫扶人要確立幫扶目標，幫扶名單公布上墻，接受群眾監督，取得了良好的效果。
